When is a meeting announced?
At least 72 hours in advance. Section 1 of the Board of Supervisors Meeting Procedures and Public Comment requires the notice and agenda to be published with the meeting time, the location, the participation arrangements and the contact for access requests. Do I have to talk about my own permit in public?

Why does the record matter afterwards?
Section 5 is the part residents rarely see but rely on most. The board may or may not adopt it. The minutes say which.

Until then, the provision in force is the one the desk applies. That is why dates travel with every source the county cites: a date on a meeting note is not the effective date of an ordinance.

How are the minutes kept?
With their dates, alongside the agenda and the adopted actions, under the county's records procedures. The County Clerk's office keeps them, and they can be requested through the Public Records Request Procedure like any other county record: the request is logged and acknowledged within 10 business days. The acknowledgement names the next review date rather than promising a release date.
Can I submit a comment in writing?
Ask the contact on the notice about written comment for the meeting in question. Whatever route you use, identify the agenda item, keep private permit details for the desk, and expect the record to show which item your comment belonged to and what action, if any, the board adopted.
